The housing prices in various economies are under the influence from movement of various factors from a macroeconomical environment. When determining housing prices the biggest roles have credits and credit conditions in the shape of interest rates which are issued by banks. Besides the previously stated, other factors that determine the prices are also inflation and demographic factors. We can define a real estate as a part of the land surface conjoined with everything that is permanently connected to the land. With accordance to the previously stated we can define the real estate market as a set of transactions which in turn suggest a change of ownership over the real estate or a change of rights ownerships which the real estate offers. On the Croatian real estate market a large number of transactions has been realized, from which the largest percentage is agricultural lands, followed by apartments, and construction lands. Agency of legal traffic and intermediation of real estate has been carrying out a program for building apartments known by the name of societal stimulus for housing construction, whose apartments can be bought under more affordable prices than those of commercial apartments. In order to purchase said apartments some criteria has to be met; criteria under which a list of priorities is made, and under this list a set of buyers that have an advantage over other buyers is made.
