The goal and purpose of the work is to investigate the perceptions, attitudes and information needs of non-users of the Novalja City Library, to gain insight into the reasons for not using the library, and to find out if there are activities and services that would attract non-users to the library. The thesis is divided into a theoretical and a research part. In the theoretical part, the role of libraries in modern society is described, and the changes that followed in library work with the arrival of the technological revolution, the development of new library services with examples in Croatian libraries, the practices of work evaluation in public libraries, research of library users and examples are presented, as well as research of non-users in the world and in Croatia. The research was conducted on a convenient sample of respondents through interviews and a survey. The paper presents the results of the research, and the analysis found that non-users most often do not use the library due to lack of time, and then lack of interest in reading books. Most of the respondents visit the library for other reasons, such as educational or professional lectures and book presentations, and they showed an interest in more frequent participation in such activities, believing that the library should offer such programs to a greater extent and better inform the public about its services and activities. The research also showed that their perceptions and attitudes towards the library are positive. This paper wanted to highlight the need for research on non-users of libraries, which is lacking in Croatia.
