Abstract
Narodne knjižnice moraju se prilagoditi zahtjevima novog vremena, koje pred njih stavlja raznovrsne prijetnje, a direktna su prijetnja njihovom poslovanju i uslugama. Kroz strateško upravljanje i planiranje knjižnice svoje poslovanje mogu prilagoditi svakodnevnim, često neočekivanim promjenama koje utječu na njihov rad. Glavni produkt dugoročnog sustavnog planiranja orijentiranog prema ispunjenju ciljeva kojima ustanova teži je strateški plan. U istraživanju je provedena analiza strateških planova narodnih knjižnica u Hrvatskoj, u kojem je analizirano 26 planova koji su bili dostupni na mrežnim stranicama knjižnica, a provedeno je s ciljem utvrđivanja stanja kulture izrade strateških planova narodnih knjižnica u Hrvatskoj i glavnih smjerova razvoja usluga kao odgovora na suvremene izazove. Istraživanje upućuje na više problema kod same izrade strateških planova, od nedovoljnog poznavanja glavnih pojmova poput misije i vizije, do prevelikih sličnosti između dijelova strateških planova različitih narodnih knjižnica. Samo usmjerenje razvoja usluga knjižnica pokazuje spremnost na izazove koji se pred njih postavljaju, te su usklađeni sa primjerima smjerova razvoja jako naprednih europskih zemalja, poput Finske i Velike Britanije. Fokus je postavljen na knjižnicu kao kulturno, obrazovno i informacijsko središte, koje je otvoreno svim korisnicima, te svoje usluge također oblikuje prema potrebama koje vladaju u okružju knjižnice. Potiče se (informacijsko) opismenjavanje, pristup i stvaranje novog znanja, kreativnost, čitanje, digitalizacija i korištenje nove tehnologije. Ovaj rad prikazuje trenutno stanje strateških planova narodnih knjižnica u Hrvatskoj, te upozorava na određene probleme koji se primjećuju u praksi, a kao takav može služiti kao osnova za rad na daljnjem obrazovanju i osvještavanju o potrebi i važnosti strateškog planiranja.

Public libraries must adapt to the demands of the new age, which brings diverse threats to their business and services. Through strategic managing and planning, libraries can adjust their business to everyday, often not-expected changes which affect their work. The main produce of long term systematic planning, which is oriented towards accomplishing goals set by the institution, is a strategic plan. In this research, an analysis was done on 26 strategic plans which were available via the libraries web sites. This analysis was done with the goal to determine the state of strategic planning in Croatian public libraries and to determine the main direction in which the development of library services is going. The research indicates that many problems start at the very beginning of making a strategic plan. This can go from not knowing the main concepts of the plan like the mission and vision of the library, to noticing big similarities in parts of strategic plans of different public libraries. The direction in which library services are being developed indicates a certain readiness to challenges and threats which are placed before them and in this aspect they trailing right behind public libraries of wealthier and bigger nations like Great Britain and Finland. The focus of the library is to be a cultural, educational and information center, which is open to all users and shapes its services towards the needs that are present in the local environment. The library encourages information literacy, accessing and making new knowledge, creativity, reading, digitalization and the use of new technologies. This paper reviews the present state of strategic plans in Croatian public libraries. It also warns of certain problems which are noticed in practice and can be used as a basis for more work regarding the education and the awareness of strategic planning.
