Abstract
The Welsh language is the official but not the most used language in Wales. Welsh has developed in a way that differs from the development of many other European languages because of its membership in the United Kingdom. According to the 2011 Census, Welsh is spoken by only 21 percent of the Welsh. This paper therefore investigates the reason why the official language is the minority language, and what is done to encourage people in Wales to learn Welsh. In the process, we consider the history of the peoples on the territory of the United Kingdom, the language laws passed in England as well as the complex relationship between the Welsh and the English language.

Velški je jezik službeni jezik ali ne i najkorišteniji jezik u Walesu. Zbog članstva u Ujedinjenom Kraljevstvu zajedno s Engleskom, kao i zbog povijesnih razloga, velški se jezik razvijao na način koji odudara od ostalih europskih jezika. Prema popisu iz 2011. godine, velški govori samo oko 21% ukupnog stanovništva Walesa. To je razlog zbog kojeg ovaj rad istražuje čimbenike zbog kojih je službeni jezik „manjinski“ jezik, načine na koje se pokušava poticati učenje velškog i rezultate tih procesa. Kao polazišnu točku koristimo povijest naroda na području današnjeg Ujedinjenog Kraljevstva, jezične zakone donesene u Engleskoj i kompleksan odnos engleskog i velškog jezika.
