Abstract
Tema završnog rada je Evaluacija EU fondova na primjeru Republike Hrvatske. Rad je podijeljen na nekoliko tematskih cjelina, u prvom dijelu definiran je pojam evaluacije i koje vrste evaluacija koristimo. Kada je Hrvatska otvorila proces pregovora za pristupanje EU na korištenje su se stavili predpristupni fondovi koji se dijele u 2 generacije. U prvu generaciju spadaju CARDS, PHARE, ISPA, SAPARD a u drugu generaciju spada fond IPA koji se sastoji od 5 kategorija i te kategorije zamjenjuju... More dosadašnju prvu kategoriju ili generaciju fondova. Uz pomoć evaluacijskih izvješća za svaki fond posebno objašnjeno je koliko je Republika Hrvatska koristila fondove i koliko se toga napravilo. Osnovna namjena evaluacije je ocijeniti učinkovitost projekta. Nakon pristupanja EU Republika Hrvatska na raspolaganju ima kohezijski fond, strukturni i investicijski fond. Namjena tih fondova je da Hrvatska razvije svoje gospodarstvo i da postane razvijenija država. Nakon pristupanja Republika Hrvatska izrađuje operativne planove za razdoblje od 2014. – 2020. te se evaluacije izvode na temelju tih operativnih planova. Less
Abstract (english)
The topic of the final work is the EU Funds Evaluation on the example of the Republic of Croatia. The paper is divided into several thematic units, the first part defines the notion of evaluation and what kind of evaluation we use. When Croatia opened the EU accession negotiations process, pre-accession funds were split into two generations. The first generation are CARDS, PHARE, ISPA, SAPARD, and in the second generation there is an IPA fund consisting of 5 categories, and these... More categories replace the first category or generation of funds so far. With the help of evaluation reports for each fund, it was specifically explained how much the Republic of Croatia used the funds and how much it was made. The main purpose of the evaluation is to evaluate the effectiveness of the project. After joining the EU, the Republic of Croatia has a Cohesion Fund, a Structural Fund and an Investment Fund. The purpose of these funds is that Croatia develops its economy and becomes a more developed country. After accession, the Republic of Croatia will draw up operational plans for the period 2014-2020 and evaluations will be carried out on the basis of these operational plans. Less
